Yet for а long time we had not been аЫе to puЬlish the present fifth number of Gerboved owing to а very diffiсu finan сial plight. In faсt, the
сontinuous devaluation of the сurrenсy has been а real plague for the nation
while а dispen saЫe sourсe of unimaginaЫe enriсhment of those few who
сause it to last. In the сase of the RHS, the trouЫe is that the subsсription, in
the proper sense of the word, is virtually impossiЬle now for the money sent
Ьу subsсribers dwindles so quiсkly, yet during the postal delivery, that 1vhen
the needed sum is at last сolleсted, it beсomes usually evident that it won t
Ье enough even to рау for the paper. That is why I сan t help admiration for
that how skillfully my сomrade in arms lgor Smetannikov сopes with diffiсulties
unfortunately, not always, I regret to add to.
Nevertheless, we are still afloat, and moreover, we go against the stream,
and not unsuссesively indeed.
On 10th February, 1994, The 1st lnternational сonferenсe of Genealogiсal
and Heraldiс Sсienсes was held in Mosсow, at the premises of the old
famous Ministry of Defenсe сlub, the windows of whiсh faсe just to the Red
Square. The сonferenсe was organized Ьу the Russia s Nob y AssemЫy RNA together with the сollegium Heraldiсum Russiae сHR the Russian
Heraldry Soсiety RHS and the Military Heraldry Symboliсs Departmen t
of the Ministry of Defenсe MHSD was а brisk festival of heraldry a nd а real landmark of its revival and
development in Russia. The event had been сovered Ьу the Press, ТУ a nd
Radio.
More than 200 representatives of the region al groups of the RHS the
total membership is about 1600 arrived to Mosсow from all over the former
Soviet Union to take part in the сonferenсe, the latter being adorned with а
br an t сonste tion of well known sсholars in the field of heraldry and
genealogy.

сelebrate the quinсentenary of the douЬle headed eagle as her nat 10n al
symbol. f th faсt is indeed true to say that now even every teenager 1s aware о е
that Russia s eagle has always been an d must remain SаЫе laсk n the
golden field. The tinсtures of а national emЫem are n ot the r 1ght ob3eсt of

That is why never have the nation wide disсouragement been more
extensive as when the people had learned from the president s deсree of
30th November 1993 that some odd golden douЬle headed eagle. on
а red
baсkground was adopted as а new state emЫem. An amazшg sw 1tсh. Even The Тimes newspaper of 26th Nov., 1993, page 19 сalled that newly
hatсhed eagle а rather sсhizophreniс beast 1use deliberately here the words golden and red instead of the 19 1
relevant terms Or and Gules beсause in the offiсial desсription of the
new stat.e arms there is employed the wording of an ordinary parlanсe in spite
of that the Russian heraldiс voсabulary has long been well developed. It
should also Ье notiсed that the prinсipal сharge in the esсutсheon plaсed on
the eagle s breast is сalled, oddly enough, not St. George but simply а rider Besides, the new eagle looks disjointed owing to the сontiguity of the
red fields.
What сan Ье the reason for all the queerness that emerged so suddenly
For the first time а puЬliс utteranсe in defenсe of the douЬle headed
eagle SаЫе was made Ьу Valery Yegorov as far baсk as in 1990 in the
сolumns of the Vestnik Geraldista newspaper. That was rather а risky step
as the сommunist regime at that time retained all its appalling сontrol over
this сountry. Many а hard line attaсk had I to beat off sinсe then on, being
assaulted, as every pioneer, from all the сorners. 1am not wont, anyhow, to
fall an easy prey to anybody.
Many times during the last three years we tried hard to inform the
supreme power instanсes about that the true tinсtures of the Russian douЫeheaded
eagle must Ье SаЫе. All in vain. Even the weighty opinion of the 1st International Nob y сonferenсe was not taken into aссount. The said
сonferenсe was held from 25th to 28th November, 1993, in the old estate of
Golitsyno, under Mosсow, partiсipated Ьу more than 200 delegates from 16 сountries, inсluding West Europe and North Ameriсa. At the сonferenсe
the Russia s Nob y AssemЬly together and unanimously with the сollegium
Heraldiсum Russiae and the RHS adopted and forwarded to the President an
appeal сonсerning the right сontour and proper tinсtures of the State Arms to
Ье approved. The appeal did never reaсh the addressee.
Many Russian most prestigious and influential organizations wish they
had reсeived an offiсial reсognition from or enjoyed the high patronage of
Н. 1Н. the Grand Duсhess Maria Vladimirovna. Many wish they сould
maintain personal сommuniсations with the Imperial Family as they used to
do before the untimely death of the Grand Duke Vladimir Кiri viсh. Unfortunately,
not having reсeived suсh а token of support, in the meantime, even
the Russia s Nob y AssemЬly has deсided to resume its heraldiс сreative
aсtivities in а new way, namely, Ьу means of granting its members with
so сalled armorial bookplates whiсh are none other but the сoats of arms awaiting the future highest approval. The life сan t Ье stopped indeed.
Oссasionally I dream about the future times when all the heavy burden
of work in the сollegium Heraldiсum will Ье properly distributed and a сated
respeсtively to а panel of various narrow speс sts suсh as а historian
and arсhivist, а heraldiс artist and сalligrapher, а polyglot antl terminologist,
an editor and proof reader, а type setter and layouter, а seсretary and
international сorrespondent, an advertizer and messanger, а treasurer and
aссounter, а paсker and loader, а forwarder and what not. In faсt, unfortunately,
all this work ninety per сent plus sсientifiс researсhes and writing
artiсles has been сarried out Ьу only three persons, namely Igor Smetanni 192
kov, Natalie Yegorova ту wife and те. If you add. to ав. that the permanent
laсk of funds you will understand what our way of l 1fe 1s l 1ke.
In general, we three work interсhangeaЬly, though in partiсular, aсh of
us has his or her own tnain field of aсtion. That of I or Smetanш ov. 1s
everything relating to puЬliсation of journ ls and p oduсtюn o.f herald 1с pшbadges.
The main field of mine is everyth g. re tшg. to fore 1gn anguages,
Ыazoning and heraldiс art. That of Natal 1e 1s рuЬ с relatюns and also
heraldiс art the Iatter having beсome the point where she shows а really
exсellent pr gress. Having had а permanent wide praсtiсe in painting с ats of
arms for а few Iast years, she has beсome Ьу now even а more expeпenсed
and skilled heraldiс artist than I am.
Yes there are another people listed in the сollegium Heraldiсum and
they help us in work and partiсipate in making d сisions, yet they сannot
afford to spend all their time for the work of сollegшm, so naturally enough,
ours is the playing of а pivotal role almost in everything.
That is why we think it simply ridiсulous when oссasюnally some of our
enviers make attemps to represent us in unfavouraЫe light allegedly as
dabЫers. Tfie truth will prevail in the long run

membership.
Igor Smetannikov, ту dear сomrade in arms, is ten years younger than
те, and was born 1st June 1960 in Bendery, davia. His grand father in the
agnate paternal line was а Don сossaсk, and his grandfather in the сognate maternal line was а hungarian lawyer Ion Motsok, а resident of davia.
Aссording to the family legend one of their anсestors was the famous davian
first printer Metropolitan Varlaam, in the world Vasile Motsok.
lgor Smetannikov is а Major of the Air Forсe. Eduсation Нigher Military
сo lege of Air Defenсe Radio Engineering in Кiev, 1982. Appointments а
normal military сareer, sinсe 1994 а сhief offiсer of the Military Heraldry and
Symboliсs Department of the Ministry of Defenсe MHSD сurrently, on а
free lanсe basis, President of the Russian Heraldry Soсiety RHS St. Miсhael
сhanсe r Herald Marshal of the сollegium Heraldiсum Russiae сHR
editor in сhief of all the heraldiс journals in this сountry, inсluding Gerboved,
Heraldiс Vedomosty, The Herald Master, etс. Married to Natalie, nee

On the сentral helmet on а wreath of Argent, Azure, Gules, is set for сrest а
dсuЫe headed eagle displayed SаЫе, сrowned with а сар of Monomaсhus
with issuant therefrom а ribbon Azure, and grasping in his dexter сlaw а
herald s staff, and in the sinister сlaw а heart flamant all Or. The dexter сrest
is an elm s head Or, and the sinister сrest is а davian eagle, bearing in his
beak а сross, all proper. Supporters dexter, а Russian herald hablted proper,
with а golden staff in the dexter hand sinister, а Don сossaсk in full uniform
proper. Motto NU DIES SINE ARTE HERALDIсA.
Symbolism. Inсlusion of an aviation emЫem а winged propeller and а
sword is self evident beсause the armiger is а Major of the Air Forсe. The
other symbols are referring to Heraldry, the ardent devotion to whiсh his
motto does also emphasize.

Being а talented man of varied attainments, Santi сontributed greatly in the
development of the Russian heraldry. It would Ье only just to add that the

The author tells us that aссording to the Prinсipal Laws of the Russian
Empire the Throne сап never Ье vaсant. So, after the abdiсation and later the
murder of Emperor Niсholas II with all the August Family, the Grand Duke
Кirill Vladimiroviсh beсame the first in the line of suссession. As the sheer
fate of Niсholas II was still unсertain, the Grand Duke provisionally invested
himself with а title of the Observer of the Throne. Then, on 3 1st August 13th Septemder, new style 1924, having соте to а firm сonviсtion that his
сousin was dead, Кirill Vladimiroviсh issued а Manifesto announсing that he
aссepted the title of Emperor.
Exerсising his Imperial rights and privileges, on 25th September 8th Oсtober,
new style 1930, Emperor Кirill granted Pavel Sergeeviсh Tolstoy Miloslavsky 1848 1940 and his desсendants with а title of сount. There have

In addition to Mr. Dumin s aссount, I would like to draw the reade s
attention to the сruel fate of one of the Tolstoys, сha irman of the Monarсh 1st
League, our сompatriot residing in Britain. The story 1s as fo ws сount Nikolai Dmitrieviсh Tolstoy Miloslavsky, а wel kno n h 1stor 1an,
and his family, а wife and four сhildren, have now faсed fшanсial rшn sн се
losing the libel сase brought Ьу Lord ld ngton over а pamphlet wh 1с сontained assertions involving the repatriat 10n and murder of 70,000 non
сommunist Yugoslavs, сossaсks and White Russians in 1945. Т е сou t as

merely for the сonviсtions of his own, imagine only Desp 1te the 0 goшg legal
